India-Stanford Joint Venture Launched To
Create Medical Technology Innovation
India today launched a collaborative venture--Stanford-India Biodesign Programme--
with the US Science and Technology Ministry to create medical technology
innovation in India in partnership with Stanford University by developing
leaders in biomedical technology.
Union Science and Technology, and Earth Sciences Minister Kapil Sibal launched
the programme here.
It seeks to provide training to young engineers from IITs, leading engineering
institutions with partner medical institution to identify major health needs in
India, and develop solutions that are cost-effective and widely deployable
across a broad socio-economic spectrum.
The goals of the programme are to introduce the Stanford model of biodesign into
educational system of these institutions; to establish Centre of Excellence at
each IIT in partnership with a medical institution; to identify opportunities
through observation of patients by a multidisciplinary team comprised of
biologist, engineer, chemistry and medical persons, then to select at least one
new technology for group to be designed and develop it into a prototype.
The focus of the programme will be on the development of implants, medical
devices and bioinstrumentation. The initial development phase will include an
intensive design and planning process based on the national needs.
The faculty and fellows would be trained in the design innovation process by
providing hands-on training at Stanford University, USA. Once the training will
be over, the team will come back to India and start designing process and
identifying clinical needs/challenges in India based on their experience at the
US university.

Govt. Plans Bill On Regulation Of Medical Devices
The Government is contemplating bringing a bill to regulate the manufacture of
medical devices in the country.
The Bill, which will be introduced in the winter session of Parliament, is being
given final touches by the Ministry of Health, Minister of Science and
Technology, Kapil Sibal, said today.
"We are going to bring a bill on medical devices regulation. The Health Ministry
will be going through it," Sibal told reporters today.
Speaking about his ministry's three year's achievements, Sibal said with the
bill the cost of the equipment will go down as right now there was no mechanism
or regulation in place for medical device.
Apart from the medical device regulation bill, he said two other bills will be
introduced in the Parliament in the winter session.
While the Survey of India bill will deal with the restructuring of the
department, the second bill is on Public Funded Research and Development Bill
for Protection, Utilisation and Regulation of Intellectual Property, which will
safeguard the work of the scientists.
The minister said they are also coming up with the map policy and for which the
Defence Secretary, Shekhar Dutt, and Department of Science and Technology
Secretary, M K Bhan, will be meeting to sort out the matter.
"They will be meeting to share data that could be than shared with the public,"
he said.
